Mr. Penpa Tsering<br \/>\nSpeaker<br \/>\nTibetan Parliament-in-Exile<br \/>\nGangchen Kyishong<br \/>\nDharamsala, India<br \/>\n2 September, 2010<\/div>\n<p>Honorable Mr. Penpa Tsering,<br \/>\n \t\t<br \/>\nOn the occasion of the 50th Anniversary of the Tibetan \t\tParliament-in-Exile, the International Network of Parliamentarians for \t\tTibet (INPaT) would like to send our congratulations and warm \t\tgreetings to the Tibetan Parliament and people.<br \/>\n \t\t<br \/>\nDuring the past 50 years the Tibetan people in exile have made \t\tmuch progress in the democratization process. These include the \t\tpromulgation of the Draft Constitution of Tibet on 10 March, 1963, the \t\timplementation of increased democratic governance through initiatives \t\tand public discussion, realized on 14 June 1991, and the promulgation \t\tof the Charter of Tibetans-in-Exile, based on the spirit of the UN \t\tUniversal Declaration on Human Rights, guaranteeing all Tibetans \t\tequality before the law and enjoyment of rights and freedom without \t\tdiscrimination on the basis of sex, religion, race, language and \t\tsocial origin, and designating a clear separation of power among the \t\tthree organs of the administration: judiciary, legislature and \t\texecutive.<br \/>\n \t\t<br \/>\nWe recognize and applaud the farsighted vision of His Holiness \t\tthe Dalai Lama in implementing and encouraging the reform of the \t\tTibetan political system and the democratization of governance, both \t\tduring the brief time in Tibet and in exile.<br \/>\n \t\t<br \/>\n \t\tWe also wish to stress the importance of the continued and reiterated \t\tsupport by Tibetan institutions in exile to advocacy and activism \t\tbased on the principles of nonviolence to achieve legitimate political \t\tgoals. It is indeed remarkable, and we wish to acknowledge it, the \t\tenduring strength of these nonviolent convictions of the Tibetan \t\tpeople inside and outside Tibet, even when faced with harsh measures \t\tof repression. <br \/> We, therefore, recognize the necessity for all \t\trelevant institutions involved in reaching a just solution for the \t\tTibetan people, starting with the Chinese Government, to work with the \t\tTibetan institutions in exile have shown a leadership capacity based \t\ton the principles of nonviolence and on the respect of international \t\tnorms.<br \/>\n \t\t<br \/>\nWe, commend the people and the Government of India for their \t\tcontinued support to the Tibetan people in your effort to preserve and \t\tpromote your distinct identity, culture and religious tradition.<br \/>\n \t\t<br \/>\nINPaT is a network of parliamentarians in more than 30 countries \t\twho share the common respect for His Holiness the Dalai Lama, \t\tappreciation of Tibetan people and your distinct heritage, and who are \t\tcommitted to ensuring that the Tibetans in Tibet and outside have the \t\topportunity to preserve and promote them in your own distinct way.<br \/>\n \t\t<br \/>\nWe wish the Tibetan people continued success in all your \t\tendeavors.<br \/>\n \t\t<br \/>\n \t\tHon.
