International Campaign for Tibet’s office in Brussels was set up in September 2006 and aims at interacting with the European institutions -mainly the European External Action Service and the European Parliament- and EU Member States, including their representations in key third countries (such as India, China and Nepal), to raise awareness on the situation of Tibetans in Tibet as well as in-exile and seek way of mutual collaboration and understanding. It carries out targeted advocacy activities ahead of bilateral EU-China meetings, such as the EU-China Summit or the EU-China Human Rights Dialogue.
Vincent Metten
EU Policy Director
Vincent is the EU Policy Director for the International Campaign for Tibet in Brussels, Belgium since 2007. From 2003 to 2006, he was National Detached Expert of the Belgian Ministry for Defence to the European Commission – three years as coordinator for security and defence issues at the Space Policy Unit (Directorate General for Enterprise and DG Research) and one year as Coordinator for the non-proliferation of weapons of mass destruction (DG External Relations). From April 2001 to December 2002, he was adviser on International issues at the office of the Belgian Minister for Defence. Vincent is a post graduate in European political studies from the College of Europe and has a master degree in Political Sciences (Free University of Brussels – ULB).

Mélanie Blondelle
Policy and Advocacy Officer
Mélanie graduated from the University of Grenoble with a Master’s degree in International and European Studies. Prior to her work at ICT, she worked on EU foreign policy in Asia, Africa and the Americas at the European Institutions Office of Amnesty International. She has also undertaken internships in the Political Section of the EU Delegation to Thailand in Bangkok, and at the NGO Human Rights and Law Defenders, based in India.
